My dear Mr. Secretary: I have received a telegram from Sir Edward Grey instructing me to convey the thanks of His Majesty’s Government to the United States Government for the courtesy and good will displayed by them in issuing orders9 to the United States ship [Page 262] Wheeling, proceeding to Santo Domingo, to protect British subjects as well as American citizens.

It gives me much pleasure to be the bearer of this message.

P. S. April 29. I have just heard from your Department that owing to interruption of the cable the Petrel has been sent to Santo Domingo instead of the Wheeling. I have informed Sir E. Grey accordingly.
