Horacista party reported not voting Santiago; unless the court again annuls proceedings, Jiménez national majority assured. Horacista tactics are to cavil at elections and to scare people with revolutionary propaganda. Influential Jiménez party are anxious that United States should recognize the validity of elections at once and declare openly they will not tolerate revolutionary activity. This course beneficial if Department is prepared promptly to make good its threats. But I think it would also be well for such declaration to be preceded by formal promise from Jiménez and Velásquez to support financial control. Am credibly informed Arias loyal to Jiménez and not likely to join trouble makers.
