Commissioner Fort to the Secretary of State.
Yesterday we took up the Arias situation with Provisional President. He asked that he be granted a few days to handle it himself. Today he advised he had word from Arias agreeing to acknowledge his authority and to disband at once. Everything is getting so much better here advise letting Provisional President handle it at present. Commission is in daily touch with situation. We get many inaccurate reports from those who send them from various motives. Arias can be gotten much more surely and easily after Báez arranges than now. Advise awaiting action by Báez, we keeping in touch with situation. President Báez swore in his Cabinet today and presented them to us.
Tomorrow we get committee of Cabinet to discuss election plans.
