The President will shortly propose a plan for the restoration of peace and establishment of order in Santo Domingo. Meantime he asks that hostilities be suspended until the proposition can be laid before Santo Domingo.

Please communicate this to the Foreign Office and to all participants who can be reached directly or indirectly.
