Dominican Government does not agree to raising blockade, as such course, without helping customs receipts, in fact derived from interior towns reached by rail from Puerto Plata, would rehabilitate insurrectionists so that end of war, which they claim is now in sight, would be indefinitely prolonged.

Minister for Foreign Affairs asks you to consider evil consequences that must ensue if insurrectionists are encouraged by such action which, whatever the intention of American Government, in fact amounts to material aid to insurrectionists. Minister for Foreign Affairs asked if it is intention of American Government to prevent Bordas from either blockading, besieging or bombarding rebels in Puerto Plata. He adds if this is intention of American Government Dominican Government despairs of dealing with situation and American Government must take responsibility openly.
