Dominican Government to-day requests that the Department take some action to prevent the smuggling of arms and ammunition into Monte Cristi by the Haitian gunboat which scarcely takes the trouble to conceal its operations. This conduct on the part of the Haitian Government is conducive to prolonged revolutionary activities. Receivership has reports indicating that the Haitian gunboat is operating from Monte Cristi to some point along the border and that the Receivership forces are not strong enough to prevent the Haitian gunboat from smuggling and interfering with the United States rights under the Treaty of 1907. If the Haitian Government cannot be brought to realize its obligations it is likely that the Dominican Government will declare war against Haiti.
