Proof appears conclusive that Haitian Government is supplying arms and ammunition to agents of Vidal and assisting passing munitions of war across the border although President Zamor vigorously denies such action. * * *

Two emissaries of Desiderio Arias arrived in Port au Prince from Monte Cristi yesterday afternoon aboard the Haitian gunboat Pacific and went directly to the Palace. The purpose of their mission has not yet been ascertained.
