Minister Sullivan to the Secretary of State.

Santo Domingo, June 6, 1914, 6 p.m.

Government preparing for election on 7th and 8th and claims will proceed without inconvenience in eight of twelve provinces. Minister for Foreign Affairs says that supplementary election will be held when insurrection is subdued. I have made preparations for observation of elections. Government asserts it can not be held responsible for non-participation in the elections by opposing elements who have preferred to seek success by force of arms.
