The Legation of the Dominican Republic to the Department of State.
In confirmation of our conversation of this afternoon, I have the honor to advise you that my Government in a cablegram of to-day’s date, informs me that it has declared General Desiderio Arias an outlaw, charging him with being a smuggler.
My Government also informs me that President Bordas will leave with the troops in order to attack General Arias for the purpose of bringing him to order; that the Dominican Government, in this campaign, counts upon the Department (of State) to lend it its moral support, facilitating the means through which President Bordas may obtain the necessary resources.
The Government is confident that if these funds are obtained in time, it will easily control the situation, and if it does not obtain them the country will be threatened by anarchy.
