Lower House of Congress filibustering against passage of legislation attempt to control apportionment of representation in electoral college, no election being possible until such apportionment. The filibustering is intended to prevent election before April 30th. Parties opposed to Government proposing to claim office of President vacant after 30th, however. Government reports serious fighting begun at La Vega and Santiago.
