Your March 5, 10 a.m. and March 10, 1 p.m. Department encounters difficulty in arranging temporary advance of $500,000 to Dominican Government without definite guaranty and is willing to endeavor to arrange the advance provided the Dominican Government will pledge and turn over the collection of alcohol and tobacco taxes to the Receivership.
Do you intend to convey by your use of word tobacco tax that it is the tax based solely on tobacco, or is it the tax on stamps which, it is understood, embodies tax on tobacco.
