The Secretary of State to the Secretary of the Navy.

Sir: The Department requests that you kindly send to the United States war vessel now stationed in Dominican waters, orders to convey a commission of Dominican officials, who are to be sent by the President of the Republic of Santo Domingo, to confer with Mr. Desiderio Arias on the north coast of the republic. It is also requested that the commander of this vessel be instructed to convey this commission back to Santo Domingo City after the conference.

Should Mr. Arias desire to proceed to Santo Domingo City it is also requested that you authorize the commander of the vessel to accede to Mr. Arias’ wishes in regard to such transportation.
