Your February 3, 7 p.m. Respectfully suggest in addition to language in your January 26, 3 p.m., the following:

To pass on and determine the validity of every debt, charge or claim of any kind whatsoever; to countersign all checks, drafts or orders for the payment of Dominican funds to every and all creditors; to decide whether any particular debt about to be incurred is in violation of the treaty 1907 and to exercise all the powers and rights that usually attach to the office of comptroller.

I may be wrong but I fear that when Dominican Government feels strong enough financial expert would be given short shrift unless we are clear and definite in defining his duties and standing.
