Answering several matters in your January 30, 7 p.m. Five thousand dollars per diem will keep Government alive if Vick can provide same. No danger of revolutionists being paid but we must watch bad paper held by military blackmailers of Arias stripe. The commercial attaché with power of comptroller is ample safeguard, however. Can have powers of commercial attaché well defined in letter of request for his appointment. I have on foot already a letter which gives him “control of” daily expenditures. See despatch No. 46 and cable January 22, noon. On foot also a [letter] requesting that such a commercial attaché be named. Will have letter written by Dominican Government as you instruct but I venture to ask if language of January 26, 3 p.m. instruction concerning commercial attaché duties, is sufficiently certain and definite? If Department desires any change please wire text of clause to be inserted in said letter.
