Your January 28, 2 p.m., and January 29, 3 p.m. Since you state a month may elapse pending approval by both Houses of Congress of plan suggested, immediate relief will be supplied by having Bureau of Insular Affairs direct the General Receiver of Dominican Customs to pay the Government five thousand dollars per day, this amount not to be exceeded until the General Receiver has segregated the amount which he is required to transmit to New York for the month of February. Is Department correct in considering this amount sufficient to care for temporary daily requirements?

This Department does not look with favor upon the suggestion of the Banco Nacional that it be provided with Dominican Government’s funds to lend to that Government.

Dominican Congress might recommend negotiating bonds so as to produce $1,650,000, but this Department cannot undertake in advance to approve payments therefrom except upon duly proved obligations in which claims for arms, ammunition or supplies to revolutionists are not to be included.

The title commercial attaché is accepted subject to understanding that Government’s letter of request shall unmistakably embrace all the duties he is to perform as indicated in Department’s January 26, 3 p.m.
