After sending Department’s January 26, 3 p.m., Dominican Legation advises total debt, according to mail despatches received yesterday, is $1,342,385. Substitute this amount in paragraph numbered 1 for $1,200,000; and change “favorable “in second sentence to “unfavorable.”

Department notes Grullon’s letter transmitted with your No. 46 saying Dominican Government agreed that United States Minister may control daily expenses. If Minister of Foreign Affairs will so request, Department will probably after consulting President designate a commercial attaché to Legation to do this and to perform the duties outlined in yesterday’s telegram. Perhaps this would render submission of paragraph numbered 3, to Congress unnecessary.
