Dominican Government has met requirements insisted upon by Legation and has placed all political prisoners under jurisdiction of courts, conceding rights to trial not before enjoyed here. Congress proceeded in orderly manner with business in hand; The country enjoying unusual tranquillity and the only danger lies in the crying need for financial relief. Dominican Government meeting its current expenses by borrowing small amounts from day to day securing all sums with the greatest difficulty. The danger of this Government falling, which is serious, should be avoided until elections are held and it should be financed in some way during the interval. Any succeeding provisional government would be compelled to sacrifice every source of revenue to keep alive. Mailing financial data requested.
