While the Department feels that it should not initiate a request for the pardon of Maza, you are authorized to say to the Cuban Government that the Department feels that the more than twenty months served by Maza might well be considered by the Cuban Government as a sufficient satisfaction of his sentence and that the United States will feel no pleasure at his further confinement.
