General Luis Mena, Nicaraguan revolutionist, has been reported at Central Sugar Company, Guantanamo, until November 23. It is stated that General Mena left Cuba for Costa Rica for the purpose of starting revolutionary activity against Government of Nicaragua. Request Cuban Government to furnish you with all information obtainable regarding his movements. Report by telegraph.
