Sir: Referring to previous correspondence relating to the request of your Government that American diplomatic and consular officers in Costa Rica be instructed, in the absence of Chinese official representation in that country, to use their good offices, whenever occasion might require, in behalf of Chinese residents, I have the honor to inform you that this request having been communicated to the Government of Costa Rica by the American Minister at San Jose, the latter was informed on November 4, 1914, by the Costa Rican Minister for Foreign Affairs that his Government in view of the interest of the American Government in the matter assented to the exercise of good offices by American diplomatic and consular representatives in behalf of Chinese lawfully resident in the country.
