Sir: The Department has received your unnumbered despatch of the 11th ultimo further discussing the decree issued by the Government of Venezuela under date of January 21, 1914, requiring that foreigners entering Venezuela must present “certificates of good conduct” and “documents attesting their personal status.”

You will, of course, promptly inform the Department of any specific instance wherein the Government of Venezuela attempts to enforce as against American citizens the requirements mentioned, and you will make appropriate protest against any such attempt which shall be made known to you unless there appear to be good reasons to the contrary.
