Sir: The Department has received your No. 212 of July 14th last with which you enclose with translation a copy of the note from the Venezuelan Minister of Foreign Affairs advising you that the Government of Venezuela has granted unrestricted and permanent permission to all salaried consular officers of the United States to visit ships of whatever nationality bound for ports in the United States.
