Mr. Secretary: I have the honor to inclose to your excellency the autographic letter which Dr. Alfonso Quiñónez M., President of Salvador, sends to His Excellency the President of the United States of America, informing him of the fact that he has assumed the office of Chief Executive of the Republic by virtue of the leave of absence granted by the National Assembly to Mr. Carlos Meléndez.

While requesting your excellency to be so kind as to deliver the said autograph letter to His Excellency President Wilson,

Great and Good Friend: By virtue of a leave of absence granted by the Honorable Legislative Assembly to President Carlos Meléndez, I have to-day [Page 1079] received, before the committee appointed by the said Supreme Body, the Office of Chief Magistrate of the Republic, in my capacity as First Official Designated to receive the Presidency.

While informing Your Excellency of this event, I take pleasure in assuring you that in discharging the high duties which devolve upon me during the remainder of the presidential term I shall make great endeavor to preserve, as did my predecessor, the cordial relations of friendship existing between the Government of Salvador and that of the United States of America.
