First Vice President has been out of Peru for many months; Second Vice President has resigned, leaving no official of old government to assume or claim the right to executive power in the new. No other change in the situation since my last. The question of recognition is now being raised by other legations and am informed that in certain cases only they await American action. Papal Legate and Italian, Brazilian and Argentine Ministers favor recognition. French Minister undecided. No evidence of organized opposition to present régime, nor does any seem probable. Believe ultimate recognition inevitable. Request instruction.
