The Persian Chargé Affaires to the Secretary of State.

Excellency: I have the honor to submit, for your excellency’s information, the translation of a cipher despatch which I have received from Vossoughed Dovleh, the Minister of Foreign Affairs at Teheran. The message follows:
On the twenty-seventh £ay of Shaban 1332 (July 1914), in accordance with Article 38 of the Fundamental Law, the coronation of His Imperial Majesty the Shah will take place, and His Majesty will take the reins of the affairs of the Government and the Empire in his own hands. On this day the seventeenth of Rabiol Aval (February 13, 1914), His Highness the Regent will make a formal proclamation to the above effect, which will be communicated to all the provinces as well as to the other countries. Please duly advise the official sources concerning this message. No. 529.
