Sir: The Department of State acknowledges the receipt of your despatch No. 265, dated September 2, 1914, in which you report the signing by the President of Panama, on August 29, of a satisfactory decree conceding control to the United States of the radio telegraph in the Republic of Panama.

The Department desires to express to you its gratification at the successful termination of this matter, which has for so long been the subject of negotiations between the two Governments.
