Panama , August 23, 1914 .

Referring to my cable of August 14, Department’s telegram August 17. We have taken and are exercising complete control of wireless pursuant to verbal authority from Panama; but the decree of Panaman President assured me for August 14 was submitted only last Tuesday. It gave only temporary control during the crisis in Europe. Under my protest its publication was withheld and Panaman Minister for Foreign Affairs agreed to have it reformed, granting complete and permanent control in accordance with prior assurances.
