Panama, August 14, 1914.

Your instructions August 13 complied with. Panaman Minister for Foreign Affairs agreed this morning that the United States should take complete control of wireless telegraph situation in both the Republic of Panama and its territorial waters. I at once notified Governor Goethals and he notified Lieut. Crenshaw, who has taken charge of the situation.

Panaman President then issued a decree carrying out said agreement.
