Panaman President signed, to-day, contract with Hebard and Company, to construct railway in the province adjoining Costa Rica. Cost estimated at million dollars and a half. Details of bond issue left for consultation with State Department, Washington. It is contemplated encumbering income from six million loan in New York City.
