Mr. Secretary of State: I have the honor to transmit to your excellency a translation of the reply which the Government of Costa Rica made to the note⁸ of the Government of Panama, in which the Minister for Foreign Affairs of this country sets forth the reasons that move it to reject the Award of the Chief Justice of the United States.
