Mr. Secretary of State: I have the honor to transmit to your excellency a translation of the reply which the Government of Costa Rica made to the note8 of the Government of Panama, in which the [Page 1022] Minister for Foreign Affairs of this country sets forth the reasons that move it to reject the Award of the Chief Justice of the United States.
