Sir: The Department has received your No. 133, of the 18th ultimo, in which you forward a copy of a note addressed to you on the date of your despatch by the Panaman Foreign Office answering your demand for an immediate settlement of the matters growing [Page 991] out of the disturbances which occurred in the Cocoa Grove district of the city of Panama on July 4, 1912.
You will state to the Foreign Office that in the opinion of the Department the response of the Foreign Office dated April 18, 1914, to your insistence in this matter is highly unsatisfactory, and that the long delay which has ensued in the settlement of this case has served to create an unfortunate impression upon the Department that the Government of Panama is not desirous of performing justly its international obligations towards the United States—an impression which can only be removed by immediate action on the part of the Panaman Government in accordance with the principles of justice and equity. You will conclude by requesting to be advised at once whether the Government of Panama will take such action.
