Answering your telegram April 7. Panaman Minister for Foreign Affairs to-day states that he will have conference with Secretary of Government and Justice, judge, and attorney of the Supreme Court, without further delay, for the purpose of hastening proceedings. He promised to do this last Tuesday. He adds assurance of strict justice being decreed in accordance with law and the practice of civilization.
