Answering your April 7, at hand on my return from the trip to interior with officials of Panama. I have not yet succeeded in communicating with Minister for Foreign Affairs. It is doubtful whether it can be done before Monday on account of Holy Week. I have been insistent and persistent in these matters. Minister for Foreign Affairs just before trip above mentioned assured me progress in the matter was real.
