Sir: The Department has received your No. 51 of the 23d ultimo4 in which you report that you transmitted in person to Señor Lefevre a note vigorously insisting upon a prompt closing of the negotiations in regard to demands made by the Government of the United States growing out of the assault on American sailors and marines in the Cocoa Grove district, July 4, 1912.

Your action is approved. The Department hopes to receive at an early date information of the acquiescence by the Panaman Government in the just and reasonable demands which the United States has made in this matter.
