I have the honor to inform your excellency that owing to the regrettable illness of Mr. William Miller Collier and his present [Page 981] incapacity to perform the duties of Delegate to represent the Government of the United States at the International Conference on Spitzbergen, Mr. Franklin Mott Gunther has been designated additional Technical Delegate to assist the Delegation representing this Government.
In view of the impossibility of his commission reaching him for some time, I have the honor to request that pending its receipt this announcement be accepted by the Conference as entitling Mr. Gunther to all the rights and privileges of the Conference, with full powers to sign ad referendum the conclusions of the Conference.
