Reply of President [of the Conference] presenting modified pro jet de convention prepared by the three northern Powers in the preliminary conference states that American plan has been considered but cannot be used as a substitute since it is conceived in the terms of Anglo-American jurisprudence, is in English, and besides all other nations have used only the three-power projets as bases for their study of Spitzbergen questions. We fear that its presentation might cause unfavorable feeling and delay. If however Department wishes it presented translation should be made in Washington with the care given to the preparation of official text of treaties, and with a view to the necessary attendant delay before the receipt of printed copies. But we believe it best to use it, for the present, as a guide in suggesting amendments to their plans. We request telegraphic instructions as next session is on Monday.
