American Consul at Bluefields telegraphs that he is informed that insurrection of Creoles in Mosquito Territory is imminent. I should consider it advisable for moral effect that the Department suggest to the Secretary of the Navy the sending of a cruiser to Bluefields, and that. Americans there should again be reminded through the Consul that protection can not be extended to those implicated in any uprising against the Nicaraguan Government.
