Mr. Secretary of State: Referring to my note No. 2424 of the 12th instant, by which I took leave to announce to your excellency that the Opium Conference would open on June 15 next, I have the honor to inform you that it appears from a communication which I have just received from my Government that the Austro-Hungarian Government which for formal reasons has not yet been able to sign the Convention has declared its adhesion to the contents of the Convention and its readiness to enforce its provisions if the other Governments decide that the Convention may be put into operation.
