Sir: I enclose herewith a copy of a despatch from the Consul at Nuevo Laredo, in regard to the kidnapping of Samuel Cantu on American territory by Mexican federal officers. You will bring to the attention of the appropriate authorities the abuses committed by the military leaders in Nuevo Laredo and request that immediate action be taken to put a stop thereto.

You will add that the lawless disposition of the commander at Nuevo Laredo, as shown by his disregard of international rights and obligations, appears to suggest the propriety of his removal from his present position of command adjacent to the borders of the United States, where his acts have already tended to create grave international complications.
