The Colombian Minister to the Secretary of State.
Washington, April 9, 1914.
My Dear Mr. Bryan: I am very glad to know that you are in good health and I take pleasure in congratulating you on the signing of the convention which restored the friendship of yore between Colombia and the United States.
I have earnestly yearned for the restoration of friendly relations with the country of the immortal Washington, and for that reason the convention is gratifying to me; but I will frankly say to you that the bases of the treaty do not meet Colombia’s claims, which I had hoped would be entertained by the American Government.
This is my own, entirely personal, faultfinding, which I beg you to excuse; and I avail [etc.]
