Your April 25. Conditions in Mexico appear to be much improved and it is not believed that Chinese or other foreigners are in danger. No Chinese have been molested so far as Department is able to learn. Do not believe they will be in any danger in Mexico City. You may say to Chinese Government that this Government will do everything within its power to protect Chinese in Mexico. Department has been conferring with Chinese Legation here relative to giving temporary asylum in United States to Chinese at Durango and Ensenada in case it should become necessary.
