Minister Thomson to the Secretary of State.

I have the honor and great satisfaction to inform you that the treaty was concluded this afternoon.

The following were given full powers and signed on behalf of Colombia:

  • Francisco José Urrutia, Minister for Foreign Affairs; Marco Fidel Suárez, First Designate to exercise the Executive Power;
  • Nicolás Esguerra, Ex-Minister of State;
  • José María González Valencia, Senator; Rafael Uribe Uribe, Senator;
  • Antonio José Uribe, President of the House of Representatives.

These five [last named] gentlemen comprise the Consultative Committee of the Foreign Office. As they represent all political parties, the approval of Congress is assured.

The President will immediately issue a decree convening Congress in special session for May first. The treaty will be published in the Official Gazette on the 14th or 15th instant. The Minister for Foreign Affairs will therefore be glad if you will not give it to the press before that date.

In reporting this happy termination to our negotiations, I beg to express my deep appreciation of the kindly consideration and uniform courtesy shown me by the Department.

I also venture to suggest that if it meets with your approval the President send some informal message of congratulation and good will to the President of Colombia.
