File No. 312.51/68.
The Department of State to the Spanish Embassy.147
Washington, August 5, 1914.
memorandum.
The American Vice Consul at Saltillo recently telegraphed the Department from Tampico in connection with the treatment of persons and property belonging to religious orders and suggested that the Government of Spain, as a measure of precaution for the safety of Spanish priests, might consider it prudent to urge her nationals engaged in religious work in Mexico to retire from that country for the present. The above is communicated merely for your information and for such action as you may desire to take in connection therewith.
