Sir: I have the honor to acknowledge the receipt of your note of July 27th, in regard to the expulsion from Monterey, Mexico, of fourteen Christian Brothers, teachers at the “Instituto del Sagrado Corazón de Jesús” and the “Colegio Guadalupano.” You ask this Government to interpose its good offices in behalf of French interests in northern Mexico.
In reply I have the honor to inform you that the Consul-General at Monterey has very broad instructions covering the protection of persons and properties belonging to religious orders, including those that are French, and it is thought that the Consul-General will not fail to advise the Constitutionalist authorities at Monterey to be just and moderate in their treatment of French citizens and their properties.
