Department on July 22d telegraphed Canova at Monterey to proceed to Zacatecas to secure information regarding reported death of two French priests and imprisonment of eleven others.

If you think General Villa will desire to give orders to his subordinates at Zacatecas to facilitate the investigation to be made by Canova, Department has no objection to your informing Villa of Canova’s mission.
