Sir: I have the honor to acknowledge the receipt of your letter of November 19, enclosing [etc.]
It is noted that you suggest that the Admiral in command in Mexican east coast waters be instructed to extend such protection as may be possible to the lives and properties of Americans, British, and. other foreigners at Tampico, as well as to afford them refuge in the event of danger.
I have the honor to inform you that the Commander in Chief of the Detached Squadron in Mexican waters has been directed accordingly.
