Sir: Referring to the Department’s telegram of June 24, 1914, instructing you to support appropriate representations of the British Vice Consul at El Paso to prevent the sequestration of the property of the late Mr. William S. Benton, the Department encloses a copy of a note from the British Embassy at Washington, D. C.,140 from which it appears that some of the land has already been apportioned and that others are only awaiting the time to plant their crops to take possession of further land. The British Vice Consul at Chihuahua says that an order from General Carranza countermanding General Villa’s orders will be respected by the authorities at Chihuahua.

The Department requests an expression of your views as to the admissibility of taking the matter up with Carranza.
