The Acting Secretary of State to the British Ambassador.

My Dear Mr. Ambassador: I beg to acknowledge the receipt of your note of August 31, wherein you suggest that, when American Consular officers or other officials in Mexico receive intimation of any steps or events likely to affect the safety of foreigners, they may at once impart their knowledge to all foreigners alike.

In reply I beg to advise you that instructions in the sense indicated had already been given to all American Consuls in Mexico.

In this relation I beg also to advise you that the United States Transport Buford, now on the west coast of Mexico for the purpose of bringing out refugees, has been instructed to furnish transportation to any foreigners who desire to leave Mexico, in so far as the capacity of the vessel will permit.
