The Acting Foreign
Secretary of the Carranza Government to Consul Canada.
Sir: With reference to your note of
the 10th instant, in which you insert a telegram received from
the Department of State in Washington, asking the First Chief of
the Constitutionalist Army in Chargé of the Executive Power for
a report on the execution of the Spanish subjects Vicente Vidal
and Eduardo Sabugal, as well as with regard to the imprisonment
of the Spaniard Julian Zorrilla, I have the honor to inform you
that, in accord with the First

Chief, since Spanish subjects are under
consideration, and their kingdom has accredited diplomatic
representation in Mexico City, that Legation, as well as others,
through their accredited consuls in this port, have until the
present presented their claims in all matters with regard to
their countrymen and those claims have been duly attended to.
The First Chief, in Charge of the Executive Power, hopes to have
the honor of considering this matter with the legal
representation of Spanish interests in Mexico, or through their
delegation here.
This does not mean that the First Chief did not take steps, as
soon as the matter came to his attention, to the end of
obtaining a detailed report on the execution of Vidal and
Sabugal and with regard to the imprisonment of Julian Zorrilla,
and you may be sure that, if due legal procedure has not been
observed, he will take such action as will bring to punishment
the person or persons who may be guilty; but, in any case, sir,
this Department respectfully calls your attention to the fact,
and you will understand the reason, that it is with the
legitimate representative of Spanish interests here that this
matter must be handled and with whom all transactions in the
case must be negotiated.
