Request Carranza to inform you immediately reason for execution Spanish subjects Vidal and Sabugal, inviting his attention to facts reported by Bevan that chief military official, Tampico, ignorant of reason and Governor Caballero failed to reply to Bevan’s request for information, although latter is in charge Spanish interests. Ask Carranza to give immediate orders that no summary measures be taken against remaining Spanish prisoner Zorilla.
Advise Bevan these instructions and that Department directs him to insist that local authorities take no summary measures against Zorilla.
